Training & Development Specialist
General Description:
This is a professional training and development position. This position will be responsible for assisting with planning, implementing, evaluating, and performing tasks directly related to training/development. Training Coordinator is responsible for assisting the Training and Development Manager with organization-wide training and learning programs to support the goals of the Broward County Tax Collector’s office. This position is important to the organization. It requires a high degree of organization and communication skills.
Minimum Education and Experience Requirements:
- At least 60 credit hours of college level course work.
- Minimum 2 years of experience in a Tag and Title office
- A minimum of one (1) years' experience in assisting or planning and implementing training programs preferably in the public sector; or any equivalent combination of training or experience
Licenses and Certifications:
- Must maintain FDLIS and FRVIS access per OMS requirements.
- Valid Florida Driver's License
- Possess CFCA certification or obtain within three (3) years of assuming position.
Essential Duties and Responsibilities:

- May Create or assist in creating training materials
- Promotes organizational excellence and change
- Provides support to the Training Manager
- Assist Training Manager in design and development of new programs and training initiatives
- Performs related work as required
- Review and collect data to assist in determining production and quality benchmarks
- Create and put together training materials for training department
- Assist with the organization and development of training manuals, reference materials and course evaluation procedures
- Provides input to Training Manager on changes to, or creation of policy, training, procedures, rules and regulations
- Provides training and/or mentorship to newly trained staff on the counter
- Responds to mail, telephone and electronic inquiries relating to work as needed and directed by the Training Manager or Administration
Knowledge, Skills, and Abilities
- Knowledge of organizational development and practice
- Knowledge of the functions, policies, and procedures of the Tax Collector Office
- Skill in designing, developing, and presenting training programs
- Ability to establish effective working relationships with all levels of management
- Ability to communicate effectively both orally and in writing
- Knowledge, understanding and ability to apply appropriate law, rules, policies and procedures as set forth by the Florida and United States Constitutions, Florida Statutes, Department of Revenue, local ordinances, Department of Highway Safety and Motor Vehicles, Florida Department of Agriculture and Consumer Services, Florida Fish and Wildlife Conservation Commission and/or any other organization the Tax Collector partners with as those laws, policies and procedures relate to transactions/business conducted by the Tax Collector's Office
- Knowledge of the Tax Collector's Office policies, procedures, practices and customer transactions with the ability to instruct and hold others accountable in those concepts
- Ability to access, input and retrieve information from a computer using various programs and applications; including but not limited to: TaxSys, Microsoft Excel and Word
- Ability to use various office machines and equipment to perform job duties
- Ability to act with good judgment, flexibility and decisiveness
- Must possess strong verbal and written communication skills that demonstrate an ability to communicate effectively at all levels of the organization
- Ability to identify, analyze and resolve problems
- Ability to prioritize and organize multiple projects simultaneously
- Ability to construct, review and critique training syllabuses
- Ability to establish and maintain effective internal and external working relationships
- Ability to effectively teach others in a wide variety of methods/scenarios

Work Conditions
Physical Requirements
- Ability to see and hear with or without correction
- Must be able to drive Tax Collector vehicles in a safe and legal manner
- Must be able to use hands to manipulate objects, tools or controls
- Must be able to work and maneuver within a public office environment, travel independently as a representative of the Tax Collector, sit and/or stand for extended periods of time
- Ability to communicate both orally and through writing in the English language
- Ability to work in a constant state of alertness and in a safe manner
Sensory Requirements
- Required the ability to communicate effectively both verbally and in writing.
Work Environment
- Standard office environment with occasional travel for training, vendor coordination, or state agency meetings.
- May require evening or weekend hours as required per operational needs.
